Adds a v0.2 governance rules specification document for agent-rules-kit.

Scope

• Adds docs/V0.2-GOVERNANCE-RULES-SPEC.md.
• Defines candidate governance rule IDs, severity semantics, output expectations, fixtures, non-goals, and implementation gate.
• Does not touch CLI code, tests, release assets, tag, README, CI, SECURITY.md, CHANGELOG.md, or product strategy.

Validation

• ./scripts/check.sh passed with 56 tests.
• git diff --check passed.
• Claim scan passed.
• Isolated sdist/wheel build passed.
• Installed wheel smoke test passed.
• v0.1.0 tag/release SHA remained intact.

Risk

Low. Documentation-only phase. The main risk is future scope drift, mitigated by explicit non-goals and implementation gate.
